First we look at all your reactions and compare the entries against the brief. From this we select a 1. shortlist of 10 or so designs. This is public and revealed to you, so you can comment again if you wish. This shortlist goes to the panel, they see your reactions and together with Spreadshirt we pick who, if any actually make it to the 2. Grand Final. So we have the final say, you get to give input but there won't be a position where we're forced to promote a design that isn't usable for us. @KLM: Yep even if your design makes the grand final you can continue to submit other drafts. Would this mean that a logo that didn't get any votes is suddenly ineligible to win even though Spreadshirt really like it? If the answer is 'yes' then the competition doesn't make much sense to the client. If the answer is 'no' then it makes no sense to vote.
